Designing and implementing plans to upgrade an organisation’s security arrangements to effectively combat acts of terrorism requires a different mind-set and different skills to those employed in implementing more traditional plans to counter acts of more traditional criminals.
Many organisations, both public and private, have not fully identified the threats they face, nor their vulnerabilities to those threats. Consequently they do not have effective, integrated security systems in place.
The use of the word ‘system’ in this context does not mean an access control system or a closed circuit TV system, but an overall integration of these and other security measures to produce a complex interaction of simple systems.
