Safety and Security Master Plans

The Safety and Security Master Plan is a document that works with, and alongside, the Project Master Plan and sets out the facilities security strategies, goals, plans, policies and procedures. It is used to provide a detailed outline of the safety and security risks and mitigation plans agreed between the project stakeholders.

Considerations to be included:

  • Vision and Concept for Security and Safety – This will be closely linked to the overall vision of the project and outline how safety and security will be incorporated within it.
  • Responsibilities and Accountabilities of the Developers and Stakeholders – This will identify and differentiate the responsibilities of the developer and other stakeholders involved in the project. This will also ensure a seamless integration and provide operational effectiveness.
  • Perimeter and Internal Security Systems – This will define the layered safety and security strategy to ensure integration and a realistic structure is adopted that complies with the vision and concept of the project.
  • Standards and Integration Requirements – This will ensure all stakeholders involved in the project understand the safety and security technical and operational standards and can build their own systems to the same specifications and standards.
  • Security and Safety Teams Structure – This will identify the organizational structure and the relevant skill sets of the individuals that will effectively manage and control the safety and security structure during development and once it has been established.
  • Emergency Physical Response and Technical Support Capability - This will outline the various response measures in anticipation to any threats during the development of the project and how the safety and security systems are used in support.
  • Interaction with MOI and Civil Defense – This will outline the responsibilities and interaction between the private and government safety and security teams.
  • Tenant and Leaseholder Responsibilities – This will provide other stakeholders with clear safety and security responsibilities as part of any commercial agreement to ensure compliance and that the integrity of the safety and security strategy is not compromised.

Developing a safety and security system around the threats will provide the most effective and cost efficient structure.

A Security and Safety Risk Assessment is the first step to ensuring you have an effective structure in place to meet your organisations specific risks and have the right mitigation measures in place to counter them. The threat assessment will take consider the macro threats against the country/region in general, as well as the direct threats identified for your organisation.

The SRA would incorporate the following five steps:

Step 1 – Define the Threats, Risks and Vulnerabilities

  • Overall Threat Criteria
  • Criminal (internal and External)
  • Fire Safety, Health and Environment
  • Public Disorder and Organised Crime
  • Terrorism, Militancy and Extremism
  • Threat Event Profiles

Step 2 – Define and Assess Assets

  • Asset Type – Buildings, facilities, equipment, activities, operations, personnel, processes and reputation
  • Asset Attractiveness – incorporating a grading system from Low to High
  • Asset Value – considers the degree of debilitating impact caused by the incapacity of destruction of the asset

Step 3 – Vulnerability Assessment

  • Once threats have been identified and the asset has been assessed, a vulnerability assessment is made
  • Analysis of the building/facility functions and characteristics are made to identify mitigation and/or corrective action measures

Step 4 – Risk Assessment

  • Risk identifies the potential for loss/damage to an asset and measured in value in relation to the threats and vulnerabilities
  • Our methodology is based upon the numerical value for each area – Threat / Asset / Vulnerability and Risk
  • RISK = Asset Value x Threat Rating x Vulnerability Rating

Security System Design is the process that allows clients to control the access that people (employees, contractors and visitors) have to their organizations assets, with a coordinated and prioritized approach to asset protection by design.

The implementation of any such design rests with the ability of the designer to articulate to the vendor exactly what it is they aim to achieve.

Various stages for the design of a Security Systems are:

  • Concept of Design – This will provide the initial outline of the proposed safety and security systems that reflect the findings of the Safety and Security Risk Assessment (SRA) and accommodate the existing infrastructure and/or project concept drawings.
  • Detailed Design – This will include detailed line drawings and technical specifications of the safety and security systems that have been approved at the concept stage.
  • RFP and Bid Process – This could include a vendor pre-qualification process and the development of the Request for Proposal (RFP) documents that would incorporate detailed technical specifications and the scope of works. Evaluation of the bid responses and vendor recommendations could also be undertaken as part of this process.
  • Vendor Management – This would involve the project management of the selected vendors to ensure quality assurance/control, technical advisory services and time management. By being able to provide both advisory and managed services options, the client has the flexibility of choosing the best structure to meet their needs.

Once the Safety and Security Risk Assessment (SRA) and a Detailed Design has been approved; being installed; audited, or is considered fit for purpose, every aspect of your safety and security structure needs to be tied together to ensure it is operationally effective.

A Corporate Safety and Security Plan should contain the following:

  • Safety and Security Teams – This will include their organizational structure, functions, responsibilities and accountabilities.
  • Security Control Room (SCR) / Emergency Command Centre (ECC) – This will include the set up of the facility, its manning, the operational procedures and how they interact with the rest of the organization.
  • Fire Safety Procedures – This will include the interaction between the detection, alarm and suppression systems and how the organization reactions in the event of a fire incident taking place. Evacuation, emergency escape routes and the role of Fire Wardens would also be covered.
  • Threat Levels and Training – This will outline the various threat levels and the different internal safety and security actions required for each. A training programme for the safety and security team that encompasses every element of the plan and how they are to respond to incidents are also to be included.
  • Safety and Security Technical Systems – This will include all electronic systems employed within the organization that fall under the responsibility of the safety and security team. Systems such as CCTV, Access Control, Intruder Detection and Fire Safety are to be considered.
  • Manned Guarding and Third Party Service Providers – This will outline the operational responsibilities expected of external providers and form the scope and technical requirements for any Service Level Agreements and contracts between both parties.
